This report uses a transparent proxy for the EB-3 profile: PERM certifications in OPERATIONAL occupations (SOC groups 35 food, 37 cleaning, 39 personal care, 45 agriculture, 47 construction, 49 maintenance, 51 production, 53 transportation) — roles that typically don't require a degree, the EB-3 'other workers' audience.
